Sorry, I don't understand your question. Barrie, or any player traded after the TDL, is eligible to play any remaining regular season games but not playoff games.

Sometimes non-playoff teams make a trade after the TDL (but anyone could)

If the NHL wanted to show some balls, they would have banned him for the whole season. If he was caught with actual PEDs (as opposed to a recreational drug or prescription), that should have been the actual punishment, at a minimum. He'll still have gains from the PEDs in a couple of months FFS.

There is cap relief, but also "load management" has nothing to do with cap relief. It's something NBA teams started doing a few years ago, resting starters against lesser teams once their playoff position is more or less secured (or earlier for contenders). Doesn't work the same in the NHL though as our best teams are closer to the middle of the pack and lower teams (save for 3 - 4 tanking teams each season) so you can't really be resting stars like the NBA, where a literal NBA all star sitting is generally the difference between a 130-85 and 110 - 85 score.

My question is I thought it was both regular season and playoffs.

I understand what load management is. I’m saying this isn’t some hidden benefit to the Panthers, because they could do it anyway.

You are correct. They are ineligible for the rest of the season and playoffs.
