Nope, unless I'm wrong you can be 10% over the cap all off season, and then the second the season starts your LTIR is taken off your cap. 
 
Otherwise what you're suggesting is a team that had say $5mil in LTIR cap would have to lose a player worth $5mil to be able to start the season but then the second the season started they'd have $5mil in extra cap space.

Actually, that's how it is supposed to work. In the past, teams have gone through quite a lot of gyrations, papering guys down to the minors and playing tricks with waivers, to be cap-compliant for that one instant before they can put players on LTIR.
 
However, several teams have made moves (Vegas with Weber, Montreal with Price, to name two) that seem to make it impossible to be cap-compliant on opening day without using LTIR. Possibly the league's interpretation of the rule has changed. It might be the case that if a player finished last season on LTIR and hasn't been cleared to play since then, he can simply carry over on LTIR and his team doesn't have to worry about opening day as far as that contract is concerned.
 
It wouldn't surprise me if this happened because of the massive escrow debt and the virtual freezing of the cap. When half the teams in the league are over the cap, there's bound to be a lot of pressure from owners to give them leeway. Or there could be some language in the MOU (which I haven't got before me) to specifically allow this interpretation.

			Looks like the goalie tandem to start the year for Vegas will be Logan Thompson and Michael Hutchinson. Not even Laurent Brossoit is healthy to start the year after off-season surgery (undisclosed?).
 How do they expect to win with those options in net? What is their plan? It just makes no sense to me to sign Phil and not address goaltending at all.
 
 They still have two nice lines up front (when healthy) and a solid defense, but without a legitimate goalie, they'll struggle to win most nights, and I don't think they have the horses to outscore this issue.
 
 I just don't get this.

			I don't think Thompson was too bad the games he got last year, they must be really confident he can hold the fort until guys come back.
 But Lehner is supposed to miss the whole year right? Even Broissoit and Thompson is not a great duo, they must really just be crossing their fingers and hoping

 On the 32 Thoughts podcast this morning, Friedman mentioned Stastny turned down more money to return to Vegas and signed with Carolina instead. Thought that was kind of funny. Go figure one of the guys they screwed over in Vegas didn't want to come back.

			Good for him, I always like Kessel as a character but not necessarily as a fit for the Flames.
 OTOH Not sure how this team that missed the playoffs and had to give away Pacioretty and Dadonov for free, and has to LTIR their starting goalie, is going to improve & make the playoffs next year. They look to be worse and most of their top players have peaked.

			I think this choice makes more sense for Phil than Calgary that is for sure. First he gets a low tax state, warm weather etc. he also likely will get a real big opportunity considering Stone is typically hurt Phil could see himself getting big minutes with Eichel. With the Flames he likely could have found a home on the second line but there is more competition here than Vegas in my opinion so this move makes a lot of sense. 
 I really warmed to the idea of Kessel coming here so I am bummed out it didn’t happen
