This is true, since the Police want to know how to handle the situation. If a person pulled over has a history of violence and unstable behaviors, he will be dealth differently that someone who has never been in trouble with the law.

When I drove a cab years ago we used a two way radio. It was part of the job description and talking on the mike didn't seem to interfere with my driving, as my driving came first. Using a phone or other device that's not related to what you are doing, I'd say is more of a distraction.
