Seems like something Uber should be focusing on, instead of fighting each city's bought-and-paid-for taxi commission, why not go up a level and apply pressure (public and lobbyist) at the provincial level?

The fact is, Uber's biggest enemy in Calgary has been Uber itself. Uber has refued to demonstrate the existence of its claimed $5 million insurance policy, and some of the people they had driving when allowed to pilot UberBlack
didn't even have basic licenses. Never mind the myriad of issues they have created in other jurisdictions.
In as much as the taxi industry needs changes, Uber's attitude probably actually represents a step backward.
