Certified cheques are as good as cash for about 2 weeks. The only way to cancel a draft is to either return the original to the bank, or in the case of a lost draft, cancel it, and wait usually 2 weeks for the funds to be re-imbursed. That is why any draft more than 1 week old should never be taken as payment.

Bank Drafts do not expire.
It can be quite the inconvenience to track dormant drafts because someone is too lazy to negotiate it.

I find that anytime there is a big explanation for why they need the product, it is a scam. When I want something I simply as if it is still available and when I can get it. Any scam letter my family gets always has a big story along with it, as does your letter.

If the scammer is counterfeiting cash, why would he be trying to pay for items on Kijiji by some method other than cash? I think you can be pretty certain that this particular scammer is not offloading his counterfeited cash.

Question, recently on craigslist I put my phone up for sale. Found no one interested in local sale, only abroad sale and for payment via Paypal.
Anyway to do a transaction this way and protect myself?

There is some protection if you ship only to a confirmed address.
The thing is, I don't think a buy can confirm his address outside of Canada / USA.
