The straight-up common sense economic analysis would go against you here.

If legal weed cost $25-$30, where's the incentive to buy it? There's already a thriving underground economy for black market weed, which would just roll right along as it always has.

Just because weed gets legalized doesn't mean the black market disappears. It has to be 'practical'. If booze cost $30 bucks a can at the liquor store, wouldn't you start brewing your own, or get it from your neighbour or something for $2 bucks a can? Obviously.

Yes but THAT would be illegal as opposed to decriminalized. Hey I'm sure we can all find cigarettes for $4 a pack somewhere, but they are most likely smuggled into the country by illegal means. By your rationalization, why would I ever pay for cigarettes if I could find them for cheap through the black market? Why would I pay for satellite if I could get it for free illegally? Whether you like it or not, governments always heavily tax goods that are seen as non essential like tobacco, alcohol and marijuana if it were to ever become legal. You are dreaming (or high) if you think legalization means you can walk to 7-11, buy an ounce of weed for $19.95 and blaze a J in the parking lot.

it means exactly what he said it does.

Controlled substance or not, I can still brew my own beer. Right now. In my living room.

Not everyone would do this. However, the people coming over to my house would be welcome to grab a j from j box as they are to grab a beer from the beer box.
