The term 'substitute teacher' can mean different things in the States than it does here. The term seems to be used more to describe someone who replaces a teacher while they are on leave or for longer periods than a single day.
The article does read a little funny, I would like to think his dismissal has more to do with the not following lesson plans and the computer thing which is actually a bigger deal than some people are making it out to be. It certainly isn't fire-worthy but if you have several other issues piling up it could certainly contribute.
