This argument comes up a lot at work, except regarding roads. Some idiot who should know better disregards the rules of the road and goes the wrong way up an interchange ramp and gets in an accident. Which is more at fault? The road or the user? General rule of thumb is to not design for the idiot. We can protect them as best we can, but there's only so much you can do. No matter how well you design something, there's always an idiot big enough to screw up the use.
I figure same principle applies here. Trans fats are bad. So we get rid of them. People will still continue to eat unhealthy foods, but it doesn't mean we can't try to help.
