low expectations ALWAYS feilds a mediocre review or better. For example, I didn't think Battlefeild Earth was *that* bad  but my expectations were sooooooo low that it couldn't possibly have sucked that bad.

Under the category of "best sequels", if you rate it on a curve based on how bad the original was, I would have to say that "Return of the Killer Tomatoes"
Worst movie that pretended to be a sequel that really wasn't, Leonard Part 6. According to IMDB it was so bad that Bill Cosby bought the TV rights to it- in order to make sure it was never shown on TV.
As for worst- I would have to say the Matrix ones. There was just no way they could compete with the first one.

The Crow 2 was really bad
Slapshot 2, I admit that I saw it, just sad
Terminator 3, Arnie, your old, end it already
too bad they never made Young blood 2, it could have been called, Young Blood II electric boogaloo.

I was on a bus ride from ko lanta to bangkok in thailand and the only two movies they played were flinstones 2 viva rock vega and whatever the XXX sequel was, 'State of the Union' i think with Ice Cube, the first XXX was bad enough, but those two can certainly go down as some of the worst sequels ever, the first movies were bad enough its shocking to think that money was actually invested into making a sequel to those bore-fests.
Best sequels ever...Back to the future 2 and 3, my fave trilogy.

Karate Kid Part III and The Next Karate Kid were both pretty bad. Karate Kid II though wasn't bad at all.
Neverending Story 2 and 3 also were horrible. A young Jack Black is one of those...I think #2.

Kill Bill Volume 2 shouldn't be in consideration for best sequel, Kill Bill was one movie that was split into 2 peices, so I had to pay twice to see one movie essentially.

Deuce Bigalow 2 - European Jigalo. Why the hell would they make a sequel to that already crappy movie? I haven't seen it but the previews were enough to make me vomit.
Ace Ventura Pet Detective 2 - What a complete waste of time this flick was.
Slap Shot 2 - Have to agree with everyone else but you had to see this one sucking. I mean it had a Baldwin trying to pass himself off as a Charleston Cheif. Give me a break.
And Blues Brothers 2000. Just terrible.
