I'm not sure you can pin a lot on that(though it obviously doesn't help). Having visited many of these countries, everything comes in plastic bags, and they just end up everywhere. Their rivers are full of plastics, sending it to the ocean. They also re-purpose stuff until it falls apart, then it just stays wherever it lays. I'm sure a lot of it is just being more concerned with surviving and day to day life, the environment is pretty low on the list for most of them.
