All player ratings are based on AHL/NHL performance.
We use a 3rd party ratings package that we load every off-season. This package is entirely statistical based on and heavily weighted to the most recent season. We use this so that it is entirely objective.
Players who are not AHL/NHL (e.g. junior, or european leagues) do not have ratings in these packages so if GMs want them in the sim they are given 50s across the board.
When you draft a player they are assigned to the ECHL, and can't be in the sim at all until you sign them into the AHL/NHL.
Anyone drafted in the CPHL first round (our draft happens BEFORE the NHL draft) is signed to the ECHL for 2 years. Everyone else is signed for 3 years. But you can sign them up to the pro leagues any time you want. When you do they are signed to 3 year, 2 way deal based on where they were drafted.
So with that, a player can start to have value as a playable player as early as 1 year after they are drafted (e.g. Austin Matthews, Connor McDavid, etc) but most of them indeed take a few years.
