Specifics about the donation were never clarified in the media, but I believe he is donating $1M+ and raising the remaining $8-9M. Regardless of the specifics, it is undeniable that he genuinely cares for others and is an altruistic soul. This publicity, frowned upon by some, is beneficial as it raises awareness for charitable giving and results in more giving across the board (towards his charities and others).

Comments criticizing his motives must be rooted in some sort of bias.

Both PK and the Flames are doing the same thing. Branding themselves as good in the community.

Why is it ok for the Flames to do it and not for PK?

Both are putting in their own resources to benefit people and they are in turn putting out videos so everyone knows they are good people. Its the exact same thing.
