Edmonton. Not on purpose, but they might end up being worse than Buffalo.

I've heard this before but it wouldn't work in practice. If a team plays in a crappy Eastern division then they wouldn't be mathematically eliminated until well after a team playing in a tough Western division. Both teams could be at equal suckage but the Western team would pick much higher.

You could maybe look at a PPG system after they are eliminated?

I still think a hybrid approach between the current system and the lotto ball draft. You use the current base % and adjust it accordingly based on playoff appearance and first overall picks over the last five years. If the adjustment is 3% for each then a team like the Oilers percentage would drop 9%. The playoff appearance adjustment is tailored to the teams that have competitive teams already.

This way it is slightly geared to the teams haven't had a first overall and haven't been to the playoffs recently.

I think a few things need to happen:

1. At season’s end, they determine a preliminary lottery order based on regular season standings of non-playoff teams. Peg those teams to the pre-determined lottery odds by the NHL.

2. Anti-tank penalty: perennial lottery teams need to be have their lottery odds reduced, commensurate to where they picked in the previous 5 years. For example, Edmonton gets a 5% (50 ping pong balls out of 1000) reduction in lottery odds for every year they’ve picked 1st overall.

3. The odds taken away from the perennial lottery teams must be re-distributed to the rest of the lottery field for the current year draft. The league could distribute the odds where the teams that barely missed the playoffs could be rewarded with additional odds (ping pong balls) to draft in the top 5.
