Dealer is asking about $38,000 for this vehicle - other dealerships for same vehicle for 2010 model (similar mileage) asking about the same price.
What's would you think a fair starting offer would be and what would one expect to end up at?

We put on about 15,000 a year. Bought a 2008 in 2010 that was a rental; had about 60k put on over 20 or so months when we bought it. There has been no problems so far.
I don't think there is a big issue with prior rentals. Think about how some people treat their cars and compare that to a rental company. I don't think one would be obviously worse than the other. For me, I don't think it's too much about the year, but rather the mileage of the car that sets its resale value

My truck I bought in middle of November, and I've put 14,000 km on it.
Wife's truck has 20,000 km on it, bought in may with 35km on odometer, and I drive prob 2/3's of them

Bought a minivan to accommodate us and our three kids. It had high mileage on it for being only two years old but it was a rental, so that explained the mileage. Haven't had a problem with it, other than the fact that we are driving a minivan. Have had it for five years now.

Yup, same for me lately. It would be a lot more if not for my knee injury, which has prevented frequent mountain-oriented driving.

I just bought a 2007 with 68,000 kms on it, which I was pretty pumped about. I'll probably put on close to 20,000km/yr though
