Condolences on your loss. I tend to view dogs as members of the family, and more than mere animals, so the rest of this post is written from that perspective.
Would your dog have given his life to save you? If it were you in the back of the truck, would he have jumped into the water to try to get to you and likely frozen to death as a result?
I'm guessing the answer is "yes".
Now ask yourself this - if you were given the choice would you have wanted him to do that? Of course not. And he wouldn't have wanted you to do it either.
There is no need to feel guilty or cowardly. It was an accident. He got 4 years with an owner that clearly loved him, and looked after him. That's a gift, and while it ended too soon, you need to focus on the love that he did get, remember him for the great dog he was, and be thankful that both you and your brother get to continue to move forward and share your love with other dogs down the road.
He wouldn't want anything else from you.
