I've been down there in September and twice in January. Crowds were pretty thin all three times (as I said, weekends are busier, so make those the days you don't plan on doing a lot of rides).
The weather was much hotter in September, but if you're from Calgary, the humidity with kick your ass. You also run the risk of hurricanes going in the fall.
The weather in January can be pretty cool, so you might need to wear a light jacket some days and avoid the water rides. It can get pretty cold at night too (low teens Celsius). Generally though, during the day, it was like a nice May/June day in Calgary, mid-20s and sunny and the humidity is much less of a problem.
The slowest time of the year is usually the weeks after US Thanksgiving but before Christmas. You also get the added benefit of all the Christmas decorations and special events going on at that time. The weather would be similar to the January weather.
