That's a penalty, tough to argue it. But the rest of the non-calls are a bit frustrating, for sure.

There is an argument against calling it. You can't pass the puck by the opposition bench while they are changing to force a too many men penalty.
That's what happened, only not to force the call, Ferland stole the puck.
Yes it's a penalty, but I wouldn't argue both sides if I was behind the bench just the rule as written.
