According to this it appears that you cannot perform the upgrade from Windows XP or the Vista Starter and Home Basic editions. If you downgraded from Vista to XP you can still do the update to Windows 7 but you will have to install it fresh and wipe everything. Since all i have are valid copies of XP Media Center Edition and Vista Home Basic it looks like i`m out of luck on this deal.

That site is just for if you purchased Vista or a PC after June 26, 2009, you get a free upgrade.
Being able to actually perform the upgrade and being able to purchase an upgrade version are two different things..
If you have Windows XP you can purchase Windows 7 Upgrade at the proper vendors (Amazon, FS, etc), and it's a valid license, but you will not be able to actually do the install. As you say you will have to do a fresh wipe, but part of the install process will have you either place the valid XP or Vista CD in the drive for it to verify, or it might ask you for your license key for XP or Vista.
So you should still be able to be part of the deal no problem.
