So you handle the following:
build systems
fix peoples issues
maintain servers
Exchange admin
CRM Admin
BES Admin
Project manager for phone system migration
Buisness Software license manager
Domain Administrator
IT Policies Coordinator
Buisness Software instructor
And there are 3 people above you? WTF do those lazy asses do? My initial guess would be that they are your classical IT professionals. They worked in another field, but since they knew how to type they were promoted even though they couldnt find their a$$ from hole in the ground.
With all due respect, Exchange and BES admin in Calgary warrant minimum 85K per year salary. Depending on the size of the organization you could easily be making over 100k not including bonuses and other incentives.
If you arent getting paid that, I would seriously suggest looking for a new job. Trust me when I say they are out there - I know of at least 8 companies that if you had contacts there you could get a job within a week. Or if you live in Edmonton, I know of 6 companies up there.

Unlikely. It will only drive a wedge between him and his obvious imcompitent coworkers who likely will also "ask for a raise" because they are higher on the totem pole.
At least in IT, its very difficult to leapfrog entrenched employees, the only real way to get ahead is to jump ship.
if what he says is true, there would be no need for 3 other IT persons that above him in seniority. The only thing he didnt mention is a Network Engineering role, but if the company is small, I am guessing from the level of incomeptance of the IT department is probably around 200 employees, you could easily contract that work out. The max an IT department size for that level of comany should be 2. There is also no need for an IT manager, they should report direct to the CFO.
clarification - IT meaning handles the hardware and infrastructure. not programming of course, that would be IS.
