But here lies the whole problem with this legislation. CFLs have quality problems as you have stated. The whole reason why they aren't selling well in the first place. Companies needed to come up with a better product so satisefy their consumers. Most likely within the next 2-3 years they would have been producing superior CFLs that aren't harmful to the enviroment. Now they won't have to. Why would they? They no longer have to do R&D to beat out the incandesent lights. Just lobbied them away.

This is a really bad piece of legislation.

First, the light is not as attractive to many consumers — a problem with which the industry has struggled for years. Second, they take a little time after you flip the switch to reach full brightness.

For you to claim them as inferior is a joke. The light is not attractive? That's pure subjectivity and not something you should hang as a statement.
Maybe the older ones used to take a while but the ones I have come on instantaneously.
What they don't do is burst out and then need replacing at inopportune times like trad. bulbs often do.
