"Vivo" networks out of Brazil is launching the first GSM/CDMA network. Not sure about Telus just adding GSM would work though.

I work for Rogers. There were recently some very high up people that visited from Toronto and they talked like it was only a matter of months. The company really wants to use GSM to its advantage. I don't work for that division of the company, but these guys seemed pretty knowledgable.
