The easiest reform requires absolutely no effort to pass: the PM simpy has to commit to appointing ONLY those senators elected by their various provinces.  There are currently 5 vacancies and at least 4 more will reach retirement age this year.
 
The only problem is the fact that there won't be many (any?) provincial elections during the life of this minority.
 
Another alternative is to appoint senators only on the advice of the provincial premiers, and leave it up to them to figure out how to select their recommendations.  In Alberta, we vote.

			If the Liberals have been in power for so long, and persumable they were crooked, should have lots of cash...The Conservatives on they other hand 13 years out of power, have money for another election.  So where is their funding coming from, and why wouldn't they say, if they are trying to have a transperant government?   |

Their funding comes from people like me who are sick and tired of a government run by sleazebags thieves. That's where it comes from. Unlike the Liberals I voluntarily contributed to the Conservatives' campaign fund, not being gouged out of it from my tax dollars funnelled into some ad campaign in Quebec.

Do some homework on election financing and reporting, THEN come back with your thoughts, and some support.
  
Start with Bill C-34 that passed in 2003. You know that $1.75 / annum / vote that people talk about? That makes up a large portion of party financing now. Strict limits were also put on corporations and individual contributions. In fact, read the whole damn Elections Act regarding financing before you put fingers to keyboard again.
  
And guess what? As part of the CPC platform, they want to put further limits on donations.

Conservatives will point out that Harper is actually actively opposing the U.S. and defending Canadian interests. 
 
The rest would probably say that Harper is making Canada more militant like the U.S. with heavy armed ships, listening posts, patrols, and territorial protection.
