Sounds like the Sharks knew he was due for a bigger raise and with their planned spending this off-season they had to save money where they could.

DeMelo is coming off a two-year, $1.3 million contract he signed before the 2016-17 season. To qualify DeMelo, the Sharks would have had to offer him a contract that was 105 percent of his 2017-18 base salary of $700,000.

It’s likely, though, that any new deal for DeMelo — had the Sharks kept him — would have carried a bigger raise, and the Sharks have already made cost-cutting moves in the last week to clear a significant amount of salary cap space.

“It’s obviously their choice. They have the right to do so,” MacDonald said of the Sharks not qualifying DeMelo. “Is it a surprise? I think after the season he had this year, yeah, it was a surprise. He had 20 points in 63 games and played in all 10 playoff games, and a qualifying offer was at $735,000, so you would have thought that they would have. But it was their choice not to.”

Quick search shows lots of positive comments from Sharks fans:

I'm surprised DeMelo wasn't issued an offer. He was a solid 6th defenseman. Whoever gets him will be lucky to have him.

I am very surprised re: Demelo, he was very solid down the stretch. I wonder what DW is thinking, we need a filler at 6D...

I admired DeMelo's work ethic and I think he has the potential to become a solid defenseman wherever he lands.

There’s lots of evidence Stone is essentially a replacement level defencemen. If they can move his $3.5 M contract, I’m all for exchanging that for a much cheaper depth defencemen.

I also think Stone needs to be moved soon if the Flames have a chance of getting anything for him. As time passes, I think the value will drain from him because, in my opinion, he is the defenceman-Brouwer. They literally have the exact same goals above replacement: 2/100.

Just thinking about ~10% of the cap being invested in 2 replacement level players is sad, but every team has bad contracts.

A bit of an appeal to authority argument. We'll just have to agree to disagree. Stone's offensive best asset as a Dman is his shot, and Franson's shot is arguably just as good along with being a better passer. Defensively Stone is a possession black hole and has worse career goal differentials. Sometimes guys fail to find the right situation for themselves... if Stone doesn't get to play with Brodie two seasons ago he might be playing in Europe right now. If Franson a few seasons ago doesn't get traded to a team that tried playing him on the left side he might be on a big long term deal.

I mean, if you have a veteran who's a bona fide NHLer who hasn't bounced around back and forth to the minors, and is on your third contract or more, $3.5M is fine? On a 23 man roster with a $79.5M cap, the average salary is going to be just under $3.5M. Your ELCs are going to be below that, your stars are going to be above that.
