If its low, then I think your best bet is to find some economical pants and get them hemmed.
If its medium to high, keep your eyes open for Brooks Brothers or Harry Rosen sales. Tailoring is usually free. That way you don't just get a hem, but an overall proper fit.
I just got something in the mail from Brooks Brothers that says 25% off in early November here. Forget the actual date.
Brooks Brothers seems to have continual sales. The concept of paying full price for anything there is absurd to me.
I'm an average height 5'10ish and I still need to alter my pants. I just find it better to get a custom suit from eph apparel or some other cheap custom tailors. You get to choose everything from inner fabric to how you want the seams to fall.
Fit for your waist and then go to any dry cleaner and ask for their seamstress. It's dirt cheap. Do it with dress shirts to get rid of excess fabric too.
