Wow, that is a scenario that is trained quite a bit, pretty wild seeing it happen for real.
As for the delay in evacuation, there are approx. 7 steps in the checklist to be completed prior to giving the evacuation command to the FA's.
The rough timeline from the initial event;
Stop the aircraft
Short PA to the cabin and contact with lead FA
then evacuation checklist which involves shutting down engines (don't want to suck survivors in) and depressurizing A/C so doors can be opened
Then once evacuation command is given, FA's would assess exits to ensure they are safe before opening doors.
Not a long time, but it seems like forever when watching smoke billowing around the airplane.
Also, keep in mind that the pilots can't see the smoke directly, and ATC didn't mention it, so it was likely once they talked with the back end that they were able to verify the severity of the situation and decide to begin the process of evacuating the passengers.
So looks like it was handled exactly as they had been trained.
