You could make a smaller trade just to move up into to 11-13 spot tho.
Trading a second round pick in a deep draft to move up a few spots seems a bit steep. I suppose if there is a player available that the scouts absolutely love they could do it. But as SureLoss says, it takes two to tango and unless a team can be assured that the player they want will be around at 15, can't see it happening.
I would like to see the Flames move up and target a couple defensemen they absolutely covet, for instance...
Perhaps upgrade the 15th & 45th by packaging our other two 2nd's & 3rd's plus whoever else may hold value to another team... Wideman, Raymond, Stajan, Jones, Granlund, etc
Would love to see us find a way to get into the top 10. Our team definitely needs more elite level talent. We have great depth already. I think paying a steep price could be worth it.
I can't see them moving up from #15, but with all those picks in the 45-60 range, they could move to late 1st round/early second round if a guy they like is falling into that range. But if nothing is happening in there, take BPA and then with a flush prospect pool, once the window to contention opens, start trading quantity for quality

24 of the top 75 NA rated players are D-men,
5 of the top 15 Euro rated players are D (3 of the top 6)
10 of the 75 are RW
6 of the 15 are RW
34/75 play the positions that the Flames need the most, while 11/15 Euros do. That means that around half of the draft pool in the top 3 rounds play positions that the Flames need.

How much of a factor is the Russian factor to you?
The top Russian skater (i.e. player from Russia that is actually playing in Russia) LW/RW Denis Guryanov is considered a 1st round pick by hockeyprospect and iss.
Described as a big forward with Nichushkin like qualities (great skater and great shot) and plays with a nasty (that borderlines on dirty) temperament.
Assuming you are reasonably certain he is willing to come to North America, do you take him if he falls to 45? Are you willing to trade up to the early 2nd round to get him?
