A crotchety old fart paying $1,200 per year for a 1997 Durango . . . . and I get the occasional speeding ticket.
I've also had four lower speed accidents, all the fault of the other party, costing me only my deductible. None in the last six years.

Hmmm Cow I'm only asking this 'cause its you.
If the 4 accidents were all the fault of the other party, why did you pay any deductible for your repairs?
Given motor vehicle accident, property damage, Alberta, and not your fault = you pay no deductible -- even if the same company is insuring both drivers.
If it's not your fault, you don't get rated for the accident regardless of how serious it was.
My stats: 33, 2002 SUV, $1400 per year. A few tickets, and a w/o in 1999 thanks to a roommate who thought he should wrap my car around a pole after running a red light and t-boning a civic containing 4 unlucky passengers (thankfully, nobody seriously hurt). That accident is no longer being rated on my insurance due to the time that has passed, but even in 2001 my insurance was never more than $1600. And I have always carried collision.
I did get rated for that accident because it was my car and the driver in my car was at fault. I'm surprised it didn't increase more.
