There must be something the police can do/say especially if they are being sent to the property numerous imes for unfounded reasons. Also if the police are being sent, it is due to their "evidence?" so you should be able to hit them with harrasment as well.

I'd suggest talking to the neighbour, and let him know if he drives your current tenant out, that you'll get the absolute worst a-hole to move in after who will really give him something to complain about.

We have an anti-bullying bylaw in town. I am going to check and see if that covers anything.

I think I got something here...please feel free to chime in.
This Bylaw was passed to discourage Bullying and Fighting in public places within the Town of Edson. Some facts about this bylaw are the following:
No person shall:
participate in a fight;
encourage other persons to fight;
video, record, photograph or distribute any video, recording or other photograph of any person involved in a fight for any purpose other than documenting the breach of this bylaw or other law applicable in the Province of Alberta.
bully another person in any public place;
bully another person through written or electronic communication;
encourage or promote another person to engage in acts of bullying
Any person that contravenes any provision of this Bylaw is guilty of an offense punishable on summary conviction and liable for a fine up to:
$250.00 for first offense,
$500.00 for second offense if committed within a twelve month period of first offense,
$1000.00 for a third offense if committed within a twelve month period of the first offense.

Is there anything the neighbour does that is not allowed by the condo bylaws? Leave Christmas lights up, wrong type of screen door, pets, items on his deck that are prohibited? Anything that you can lodge a complaint about?
I know it is childish to fight complaint with complaint, but it might give some satisfaction if you make his life difficult in return.

Aren't they technically bullying your tenant in a public place? That would meet one of the conditions.

We actually tried that Ken. No luck. Videotaping and photography takes places from inside their home to the outside. Sadly, its perfectly legal.
And legally speaking, my tenant is not allowed to sit on his patio or front step and consume a beer. The odd thing is..tell me someone who doesnt do that as long as you're being decent about it.
Noise level...very subjective, right?

At this point, if selling isn't an option, I think I'd check with a lawyer as to what your legal recourse can be. Can the neighbor be served with a cease and desist in regards to harassing the/any tenant(s)? That sort of thing. I would consult the lawyer simply because the police have advised you not to contact the neighbor, so you want to be on the complete up and up with this. I'm also a bit surprised that the police aren't getting on the neighbor's ass for these nuisance calls.
What a pain the ass for all of you. Hate stupid neighbors like that. Completely ruin a community.

Find something he does that no one else does, Change your bylaws to prohibit it. Fine him for breaching the bylaws.
Outside of that false police reports and complaints at some point has to constiture harassment.
