If the perp in this case was a usually non aggressive, non repeat offender, what suspension would that player get. 1-2 games?

I think when a guy steps out of line like this it should be a minimum 20 game suspension and if it leaves the other player injured long term the offending player should not be allowed to return until the injured player does. Guys like Bertuzzi and Cooke should have never been stepping back on NHL ice.

You don't use injuries to dictate punishments, that's part of the problem with the current system. The Bertuzzi incident was a mixture of a total bonehead goon action, and terrible luck. Savard? Well, he's not the only guy who has been hit like that, but he's one of the only ones who pretty much lost his career afterwards.

You can't be dolling out suspensions based on injury, because difference bodies take impacts different ways. You doll out suspensions based on actions, period.

EDIT: and to your 20 game suspension point, not a bad idea at all. In fact, the Bertuzzi-Moore incident likely never would have happened had that been the suspension back then. It serves both as a punishment for the player, and a cooling period for the team whose player suffered the hit.

The NHLPA also represents the other player involved who could have had his career ended on that play.

I know they kind of have their hands tied, but it is strange to see a union appeal a suspension that involves the safety and career of another union member.
