Most car places should have them... they're the black ugly ones. Canadian Tire has them for sure...

Make sure you're asking for steel wheels and not rims. Steel wheels are usually black or sometimes grey and very basic-- something that a hubcap would typically attach to. Usually they're $50-70 per corner.

They only really need to be balanced when first installed. Don't need to keep rebalancing them.
