How is that not a penalty on Andersen? He clearly bumps the net off on purpose there.

Because he is the Leafs goalie, if Smith does that, for sure he'll be penalize.

If you watch the replay Andersen slides across and after sliding to the post he pushes the net off the post with his arm. He definitely intended to knock the net off.
