I don't think I understand what warrants a penalty shot anymore. I don't think the refs do, either.
Although seeing it on replay I don't know if it was really a penalty. Looked to be stick on stick.

I think the fact that Hudler was able to even get a half assed shot off let the ref decide to just make it a penalty.

Honestly I'm not too sure what people expect to see from a 6-7 dman who hasn't played in the NHL? He is getting some ice today, but in a close game when you make a mental error like that it will not give the coach confidence.

You're way over-analyzing this.
More ice-time will mean more confidence and less hesitation.
Players get beat and make mistakes. Coaches have to let them play through it.
