Why is Kadri getting so much powerplay time. He has been beyond useless so far.

Looks like on the power play they've been instructed along the boards to wait until the defender actually commits and then they try to make the pass to further outnumber the remaining defenders.
Similar stuff happens in soccer. It looks higher risk here since you need players who can pick a pass after inviting the pressure.
