You have to remember you have a bunch of election workers, plus a scrutineer from each (major) candidate at each polling station. I think they all need to visually see the vote on the paper and I think each keeps a separate tally in addition to official one. Then all the spoiled ballots need to be confirmed by the people there.
I remember when my Dad ran campaigns when I was younger I would be at the pulling stations until 10 or 11 often and then you need to take the votes to the returning officer.
The real mess happens when the tallys that people kept turned up really different. I saw more than one recount happen in races that were really close, based on those tallys.
Things might be different now though.
