Isnt there still another 130 stations to be counted up yet? Im all for Nenshi but seems a little premature to say he is the new mayor

Not really.
Historically votes are not totally finished being counted for like 6-8 hours after the polls close. Almost every election I have ever seen has declared a winner in a situation like this.
