I used to feel this way but I have changed.
If the league wants to get serious about concussions - and they do - they have to put the onus on the player. Think of the situation with a player along the boards: if you see his numbers, you have to hold up.
It could be argued that the player should know better than to face the bards like that, but the fact is, it's going to happen. So the onus is on the other player to stop.
Same thing has to happen here. Yes, Stajan had his head down. But the fact is, players will have their heads down at times. The onus has to be on the other player throwing the hit: if you see the top of his helmet, you have to stop.
