The Jam were the biggest band to come out of punk in the UK without a doubt, they dominated the charts and spawned a mod movement all of their own, it's hard to see the two-tone ska revival taking off without the Jam first challenging the notion that everything from the past was just 'crusty hippy music', the music was well written and played, full of hooks and melody and they dressed well, they were the first 'punk' band the girls at my high school took notice of as well and that was no small thing at the time. 
Paul Weller tipped a nod to the 60's both musically and in style at a time when looking like your older brother, let alone your dad was being laughed at in the rest of the punk movement, it paved the way for the Specials, who in turn paved the way for No Doubt Rancid and the Mighty Bosstones etc
Sadly much like Madness they were way too British and so really didn't translate to the US but they were huge in the UK
