If Carolina is taking a QB then the raiders would be better off trading for Bryce Young and then using the early pick to improve other areas.
Then take a QB next year if that doesn't work.

Thats exactly it though. Raiders will then have to a) pay the premium and b) have to beat the offers the other QB needy teams make to get the pick. Sucking enough to get it yourself, risk free and without any additional cost, is obviously the best approach.
