Houston. Keep the Coyotes name, ditch the Kachina unis and go back to the brick red/howling coyote logo of a few years ago. Easy peasy.
Houston can pay a premium on the relocation fee to make it work for the other NHL owners.

The Moda Center in Portland is nearing 30 years old. It was previously the part time home of the Winter Hawks and has an impressive capacity of 18,280 for hockey.
For many years, Portland was often mentioned as a destination for the Flames if they ever left Calgary. Former Trailblazers owner, Paul Allen was rumoured to not be a hockey fan and had no interest in putting a team into his arena. Since his death, Allen's sister Jody now runs his organization.

I expect Bettman to do a complete 180 here. Mainly because the Coyotes aren't a viable franchise without an arena. Secondly he can use this to his advantage on future negotiations. Without a new arena the team can't stay will not be an empty threat.

These kinds of plebiscite are destined to fail.
Watch Notely put our arena deal to a referendum like she did for the Olympics. It would be rejected by a wide margin.

Maybe the could move them to Oakland for a couple years and then once the fanbase there actually becomes attached to the team, move them elsewhere

moving the team to Houston seems like such a no-brainer to me. Big market (their AHL team had good attendance IIRC) and you don't even have to change the division alignment.

In the end, even more than a good arena, the Coyotes have never actually had good ownership. So even if they got the arena they wanted, would it matter? As though losing millions in a shiny new barn would somehow be better than losing millions in the current situation? I have no doubt Arizona will get another crack at this down the line, when they can get some competent ownership. The fact they've already floated Atlanta again tells you this. But the other successful southern markets all have good to elite ownership, which is what you need in markets where hockey might fall behind cornhole league in public interest.
And while I would bet the odds of Quebec City are close to 0, money always talks, so if a perspective QC owner wants to pay a record relocation fee, by a lot, then it will be in play.

This is very true. Houston is interesting because that arena was already built for hockey and probably has a fair bit of life left in it.

TBF if money is not a factor, you are waaay better off getting an expansion team under the current rules than you are getting the Coyotes

I think whether expansion or buying the Coyotes, a group in Houston (or wherever) would end up paying the same thing. Basically whatever the Coyotes sell for and then a relocation fee to the League which would probably make the total close to $1 billion.
