When I lived in Europe (Poland) recently it was infinitely worse than in Canada. At least people here somewhat adhere to the rules, even though there are a few outliers. Over there, it was a free for all. Dogs literally everywhere. Restaurants, cafes, malls, movie theatres. The damn beach. City hall. The bank. Even at my gym. And nobody cares. Not a single F is given. Seems like everyone has a dog there, even though 99% of people probably live in a small flat. One person I always saw walking around had 2 massive Huskies and I can only assume a similarly sized 45m2 flat like mine. I always felt bad for her neighbors. 
 
Also very few (ie. none) rules about picking up your dog's ####. Was always a joke my wife and I had about how many piles of dog dump we could find on our walks. Ever since I moved back to Calgary, I can count on a couple fingers the times I've seen dog #### on the side walk. Over there, it was literally dozens of piles on my street alone. It was a common site to see dogs squatting down in the middle of the mall and take a #### on the floor. And people walk around like it's an accepted part of life. 
 
Count your blessings we aren't like those savages over there.

My gf works at training her dog not to jump on or lick strangers just in case there's an allergy problem or they don't want contact with her. I really appreciate that about her as a dog owner. She always apologizes to bystanders if the dog happens to get too excited and invade their space.
 
Owners would do well to consider this and not just assume everybody is tolerant of dogs because they're cute
