Dodge Ram 3500 - $10000 
 
 
It took a month to even source the parts needed for full repair. When they cut them out it messes up all the sensors, and takes forever to get it configured.

This is the part that angers me the most. The cat was stolen from my 2003 winter beater when I was parked outside my MIL's house last winter. Straight piping it would be cheap and easy, but two O2 sensors needed to be replaced as a result of missing cat. Even with just a straight pipe, it cost way more in time, parts, and effort to get it back on the road  than the car was worth. 
 
It would have been better for everyone if they had just stolen the entire car.

			We were lucky when our cat was stolen. The Econoline vans have pre cats tucked up and out of the way. They got the big one but with the pre cats we were able to replace the cat with a resonator and the pre cats do enough to keep the o2 sensors happy. As a bonus we got a 10% boost in fuel economy. At $300 installed, we'll have the resonator paid off in no time. 
 
My only regret is not cutting the cat out sooner and being able to sell it myself.

Irrelevant to what I'm saying and failing to understand the point you're trying to make.  Most people have their stolen cats replaced so that their vehicle doesn't unnecessarily pollute more than it needs to. We still have 2 cats, just not the third one. It doesn't trigger the O2 sensors so the existing converters are getting the job done.

			A catalytic converter on a modern vehicle can run in the $1,500 - $2,000 range, and many vehicles with two banks of cylinders run one cat per bank, so double the cost if they nick both of them. Contrast that with paying someone $130 to weld in an O2 spacer and a couple lengths of straight pipe, of course people are going to do that. 
 
As for those 'protective plates', depending on the solution it might be misplaced peace-of-mind as most of them I've seen online can get cut out with the same sawzall or whatever they're using to cut the cats out in the first place.
