The idea of just treating it like an icing has been mentioned forever, but the wrinkle I'd add is a 'bonus' violation system kinda like basketball...maybe too complicated, but I'd give ~2 violations per period and each subsequent is a penalty (limit might be higher depending on how many things you include).
Violations:
- bad coaches challenge
- puck over glass
- "bad" icings - from behind the blue line with "no intended receiver"
- goalie freezing puck while he is completely outside his crease (or a player freezing it anywhere)
You could also work offsetting minors into this system, maybe a few other behaviours you want to discourage.
