No, if Dallas loses out and Vancouver wins out, they'd both have 93 points and Vancouver would win the RW tie-breaker.
Of course, that also requires Vegas to not get more than 4 points in their final 4 games and no more that one RW.

Dallas must lose all in regulation
Vegas must beat Dallas in regulation.
