Can council ostracize him somehow? Refuse to let him speak? Ignore him? Refuse to call a meeting to order unless he leaves? Maybe not all the time but for a day or two to show solidarity and make a point.

I think you might be just a little, yeah. The language in her post was pretty clear what her take on the matter was, especially where she says an investigation should occur into why the abuser (Chu) had more rights than the victim.

Well thats easy. He was a Police Officer.
Everyone knows that the Police cannot, nor have ever, done anything wrong.
If ever one feels that they were abused by the Police they are clearly mistaken and should apologize to that officer for having been so flippant as to their rights.
And then lead a parade in that officer's honour.
