Nope. IMO the Oilers have never actually tanked. They’ve just failed and/or gotten lucky.

Because the vezina winner had a higher Cap hit and wasn't guaranteed to report.

I'm not sure it's this black and white. There are a myriad of other ways ownership can market a rebuilding team than solely on the prospects of making the playoffs.

I.e fans in Ottawa attend games to watch the blossoming young talent like Tkachuk and Stutzle. Edmonton, even in their darkest years and through times of economic turmoil, averaged a sellout. I think fans are as interested in watching premiere hockey talent, and from a STH perspective, would get behind a vision that included building around that talent through the draft.

We've seen this proven out in Toronto as well.

I think it's obviously draft class dependent. The last Flames 'rebuild' was two years. It doesn't need to be a 5 year tankathon, and accumulating picks I think minimizes the turnaround. With two excellent drafts upcoming, it's not unreasonable that a quicker rebuild could be on the horizon for teams that commit to it.

What options do they have left for a semi-decent goalie? Even assuming they buy out Koskinen?
Rask?

I'd be surprised at this point if they didnt get 1 from each year
Things will be ugly on the ice but it's probably the right course of action. For a team that's been picking in the top 10-20 as much as the Coyotes have they don't have a lot to show for it and this all out tank provides the opportunity to get two franchise players in back to back drafts.

Arizona has 7 picks in first 2 round next year (2 1sts, 5 2nds) and they will likely sell Schmaltz, Dvorak possibly Keller...Kessel is an expiring contract so he will likely go at the deadline. They could have double digit picks in the first 2 round of a deep draft next year.

Total teardown of the mess the last guy left them with. Wonder if the Flames go this route after treiliving eventually gets canned.

Did you forget who owns this team?
