Yeah, I don't think they go far enough. If shame worked, we wouldn't have Brad Marchand, or Zack Kassian, or a dozen other rats in the league.
You have to suspend them because it undermines what would essentially a league wide project to make the game better by allowing skilled, speedy players to use their skill and speed. If it results in ten penalties a game, teams will adjust or they will lose.
