Regardless, even if he isn't their worse player, doesn't necessarily make him better than Neal.

I certainly hope they have.  Class has nothing to do with it.  Its about prudent asset management.  
 
I would hate to see us have to expose and lose a good young D man in expansion because we wanted to be "classy".

From the Flames perspective Neal was way down the on forward depth chart because he couldn't fit into any usable  role and at the end of the day he was sitting in the pressbox. Regardless what came back for him, he has even less value to the Flames if he spends his time in the pressbox. 
 
It isn't the Flames problem that the Oilers roster is so terrible that he can be penciled in the top 6.

If we're using last years stats alone, all of the metrics I've read here would suggest that Lucic is  better than Neal... But time will tell, last year could have been an outlier for Neal and not the start of a downward trend and he scores 20-30 goals for the Oilers.

Good asset management is also keeping an asset happy. Not requesting them to waive a contractural right 2 years earlier than they need too. Lots will change between now and then.

I was reading stuff about the Vegas expansion and one of the news stories mentioned that teams couldn't officially ask a player to agree to waive his NMC until January 1, 2017. The latest they could make the request was something like 48 hours before the lists had to be submitted.
 
It makes sense that the option is open prior to the trade deadline so that players with limited no-trade conditions on their contracts could be traded if necessary if the player refused to waive. We know that was an issue with Fleury the last time around. If he hadn't agreed to waive, the Pens would have likely moved him at the deadline (probably to the Flames) before the expansion draft.
 
As has been suggested many times already, I think it's highly-likely that Lucic and Treliving have a gentlemen's agreement that he will waive his NMC if asked in 2021, but they can't put it in writing until 2021.
