I think he's differentiating between a high stick that stops play (above the shoulders) and one that's no goal (above the crossbar).

He was asking about if it was below the shoulder

For regular play, the rule is the shoulder, for a goal, it is the crossbar. Since he touched it again, below the bar, the question on that play was the shoulder, not the crossbar. Personally, still thought it was too high.
