Ok, so the Feds are idiots for being so poorly organized and inflexible as to not make their announcement until the 11th hour and possibly overriding a negotiator's agreement (1.75 in 2018) with strict adherence to the letter of policy.
The province and city are idiots for not negotiating the funding formula to a close much earlier given that their stated requirement (no match) involved a departure from published policy:
Yes, but somehow Nenshi was under the impression that this was going to be changed based on his statements that the Federal government new that the matching rule was not acceptable per this bid. If there was no way that this would change the bid shouldn't have been started.
So the question is where did this idea that the feds would waive the matching requirements come from. Nenshi assuming that the feds would cave or the feds implying that changes were possible and then bailing when it wasn't politically expedient.
Sorry, maybe I'm misunderstanding something but isn't 50% of public contribution always going to be a 1:1 matching ratio? What type of scenarios are there that would not satisfy this case? If Feds gave $1.5 billion without matching rule, City ~$0.4 and Province $0.7, was the City expecting the remaining $0.4 to be covered by the private sector?
*not directed to GGG* Just a general comment, people need to layoff the narrative that this is Nenshi's doing this for the legacy or pet project now that more details are out. He's just doing what he thinks is best for the city. $370 mil and not on the hook for overruns is a good deal for the City and understandable from their perspective. $800 mil and having to guarantee the overruns is Oiler's level of no good and he is sensible enough to not support that.

People need to layoff the narrative that this is Nenshi's doing this for the legacy or pet project now that more details are out. He's just doing what he thinks is best for the city.
There are many people that STILL disagree with your statement.
Bidco should never have been funded for the $30 mill if they didn't even have some understanding of the funding expected from the three tiers of Gov't.
