I would say so. Played his entire career for Flames, Captain, multiple years as a top tier defenseman, multiple top 10 finishes in Norris trophy voting, back to back Stanley Cup champion.

			Giordano is a fantastic player and a brilliant leader for this team. 
 However I don't think he will get his jersey retired unless
 a. Wins a cup here
 b. plays consistantly until he's about 40

The Flames couldn't afford to resign MacInnis and Fleury and lost them both to free agency.

Well, they lost Macinnis to an offer sheet and they traded Fleury (but I suppose they would have lost him to free agency).

I would  argue Gio deserves to have his number retired if Vernon does. Vernon had only one solid season for the flames.

Iggy, Kipper, Vernon and Lanny all have major trophies if you include the Cup. I will admit the Lanny and Vernon jersey retirements are a little generous, but it was a very young franchise without much history and the choices seem appropriate. 
 
Gio hasn't won any major hardware, and has VERY limited playoff success. I think he is in the same tier as Regher in this instance. 
 
Still plenty of hockey to be played and Cups to be won.

86-87 - Third in the NHL with 30 wins 
87-88 - NHL All-Star Game; 39 wins 
88-89 - Led NHL in wins, 2nd in GAA, won Cup; NHL All-Star Game 
89-90 - NHL All-Star Game 
90-91 - NHL All-Star Game; 2nd in wins 
92-93 - Fifth NHL All-Star Game
 
On top of all that, before Vernon arrived, the Flames lost to the Oilers all the time (Flames had only 6 wins in a 40-game stretch and only one win in Edmonton from 81-86). After he arrived, they owned the Oilers pretty much until Vernon left the team.
 
He turned their fortunes around and made the team a contender when they couldn't get over the hump before. He deserves to have that number in the rafters.

			So one has to think that, at this point in the season, they won’t be retiring his jersey this year, as they’d want lots of time to earmark that as a special game/night. Seems like a pretty ridiculous oversight on the part of the organization. No idea what the reason behind the delay could be.

You are so correct. Placing him behind Kipper as all time greatest goaltender is a cardinal sin. 
 
You didn’t even mention he won another Cup with Detroit.
 
If Rogie Vachon is in the Hall of Fame Vernon should be there.
